A Process for Coordinating Ratings Examiners

In order to ensure proper evaluation of members being tested, D1 through C2 rating examinations are the responsibility of the D.C. It is strongly recommended that ratings be performed by examiners who are not currently teaching the Club of the candidate being rated and whose qualification to perform the test have been reviewed by the R.I.C., to ensure the examiners have been educated to the most current standards. D1 rating examinations may be conducted by examiners from the candidates Club. If, an examiner that is under the age of 24 years of age, it is recommended that an adult club officer be present to back up the examiner in case a parent disagrees with the examiners decision.

Prep Guides
 
Prep Guides are intended as a tool to assist the candidate study for his/her next rating.  At the conclusion of a rating, DC's should make sure the candidate has a current copy of the  Prep Guide, Test Sheet and Standards for the next rating.  DC's must assist candidates in the understand of these guides.  Remember, Prep Guides are required at all rating D1 through C2.  They must be filled out completely and signed off by a knowledgeable person.
 
USPC Ratings Update Form
 
This form is required and must be submitted (completely filled out) by the DC  to the National Office within two week.  Send a copy to your Regional Supervisor.  Tip:  In some cases the blank form may be filled out on-line.  Keep the original, make two copies.  One to  the National Office and the second to the RS.  By including all member names, after the next rating all you need to fill out is the rating date!
 
Regional Rating Update Notice
 

As USPC has requested that  Regions send reports that include the following;   Preps Offered – Ratings offered – Examiners – Candidates .  Therefore, Camino Real Region asks that you contact your Regional Instructional Coordinator, RIC (Kelly Arbaut) prior to your Rating.  Use Examiners from the approved “Regional List of Examiners”.  Complete this form, and have your examiners complete one also. Return this form to your RIC, no later than 14 days after your Clubs Rating.

C3 Rubic information charts

The National  Ratings Coordinator shall be the focal point for all Regional and National Prep, and Testing.  The Coordinator shall be responsible for scheduling and organizing all C3 and National Test and clinics required during the year.
 
C3 is a National Rating.  Candidates for the C3 rating are evaluated and certified only by the Region, when recommended by their District Commissioner.  C3 Tests are organized only by the Region and hosted by the retion.  The Region will endeavor, if there are sufficient candidates, and weather permitting,  schedule two C3 tests each year.   Test applications and fees from at least 8 candidates must be in the Regional Supervisors hands 6 weeks prior to the scheduled test dates, otherwise the test may be canceled in lieu of the next scheduled test.
 
Preparation   Candidates capabilities must comply with current C3 Standards and their demeanor shall indicate the maturity to undergo a rigorous test.  Region will offer a C3 Prep  Clinic, weather permitting. prior to each scheduled C3 test which candidates are required to attend.  Region also requires that all candidates complete and submit a C3 Prep Guide for review by the Regional Ratings Coordinator or their designee.   The Regional Supervisor’s approval of a candidate’s application is contingent upon being an Active Member in Good Standing,  proper completion of the Prep Clinic to the Standards at the Prep clinic, review of the Prep Guide and return of all required paperwork with fees as specified.  If only a small number of candidates apply a mixed level Prep Clinic may be held in lieu of canceling the Prep Clinic.

 

Application   Candidates, in conjunction with their District Commissioner must complete a C3 Test Application and forward it to the Regional Supervisor for approval.  Application must be signed by the candidate’s D.C.  Applications from candidates who have not fulfilled the Preparation requirements  will not be accepted.  Applications must be submitted within two weeks after the Prep  Clinic or as directed by the Ratings Coordinator.  The C3 Test fees shall  defray the cost of the examiner’s expenses and compensation  and any other costs of the test.   The C3 test shall be conducted within the guidelines of the “Guidelines for conducting C3 tests”.

 

Cancellations    Unforeseen cancellation of the C3 Prep or Test may happen due to weather circumstances, unavailability of Clinicians or Examiners, lack of candidates, etc.  Every effort shall be made to keep the Prep and Test as scheduled.  After all expenses incurred are paid, refunds may be given.

 

 

Candidates for B, H/HA and A Ratings are evaluated and certified by the USPC National Examiners.  The Region will ask the USPC Office to  schedule a National Testing in those years in which the number of candidates complies with USPC National requirements.  A member Club will be requested to host the test when a National rating is held in the Region, the Region will appoint an “Impartial Observer” and conduct the test according to the “USPC Guidelines for Upper Level Test”.

 

Preparation   Candidates capabilities must comply with the current  requirements of the USPC Standards of Proficiency and their demeanor shall indicate the maturity to undergo a rigorous test.  Region requires that  ALL candidates attend a Prep   clinic which will be scheduled at least 3 weeks prior to the application due date.  The Regional Supervisor’s approval of a candidate’s application is contingent upon proper completion of the Prep Clinic. No candidate will be encouraged to take the test “for the experience”.

 

Application     Applications and fees shall be as required by USPC,  Inc.  Applications must be signed by both the candidate’s District Commissioner and the Regional Supervisor.  Application must be in the Regional Supervisor’s hands no later than ten days prior to the due date of USPC National Testing Committee.

 

National Testing    Only certified National Examiners conduct all B, H/HA and A tests.  If a test is not scheduled for a given rating in the Region, the Region will assist the candidate in making  every effort to get the Candidate into a test in another region

 

Rating Prep Clinic          The Region will, if there are sufficient candidates, schedule and organize Prep   clinics for  B, H/HA and A rating levels.  The required number of candidates shall be as required for the tests.  While separate Prep   clinics for each rating level is ideal, “mixed rating” Prep  Clinics (C3 through A) may be held when there are only a few candidates at each levelAppropriate clinicians shall be obtained for those Prep Clinics. To attend the clinic each candidate must submit a reservation  form and a Club check which  must be in the National Ratings Coordinators hands four (4) weeks before the scheduled clinic.  Fees may be refundable with written notification from a vet or doctor.

  

Cancellations    Unforeseen cancellation of the Prep may happen due to weather circumstances, unavailability of Clinicians or Examiners, lack of candidates, etc.  Every available effort will be made to keep the Prep schedules. 

 

The "D" Standard:

The D ratings are an introduction to the fun and challenge of riding, establishing a foundation of safety habits and knowledge of the daily care of a mount and tack.  The D-1 through D-3 Pony Club member learns to ride independently and with control, maintaining a reasonably secure position at the walk, trot, and canter and over low fences.  All D ratings are awarded at the club level.

The "C" Standard:

The C is a Pony Club member learning to become an active horseman, to care independently for mount and tack, and to understand the reasons for what he or she is doing.  The C shows development towards a secure, independent seat, and increasing control and confidence in all phases of riding.  The C-1 and C-2 ratings are awarded at the club level.  The C-3 is a national rating and reflects a basis of competence in riding and horse care that will make possible a lifetime of pleasure with horses.
